| Closer to the neck, yes, but you also want to make whichever pickups you have work for you. With a bridge pickup, I don't want to stray all the way up to the frets, preferring somewhere between the neck and the jazz neck pickup position. With a precision, I might go all the way to the 20th fret and play there. On a jazz, right between the pickups or right on top of the neck pickup sounds good to me and has more volume than playing further up the neck. This will depend on your bass, experiment and leave yourself some room for dynamics.
Try experimenting with a soft stroke, almost like dragging your fingers across the string. Prolong the physical contact between your finger and the string until you release it at the last moment. You might even want to angle your fingers downward towards the bridge a little bit, so that they are somewhat parallel to the strings like on DB, but mind that you don't bend your wrist to much. Then, for comparison, strike the string with a swift movement of one finger, only making contact with the smallest part of the fingertip.
This is actually not a very difficult technique to learn, but it takes time to implement in ones playing. Also, if you want to combine it with any real kind of speed, you will have some serious practice time ahead of you. Enjoy!
