you know in the intro to the song with the bass thing slippin' around and then hitting the note? how do you do that?

The intro on Run Like Hell is just guitar with delay - an effect Gilmour uses a great deal. Bass comes in with the drums after a few bars with a straight low D, no noticeable fx.

it's a simple song, but it sounded like the cool effect in the beginning is on bass. maybe i'm wrong, but i mean the part in this vid from like 10 to 20 seconds

Also some of the real interesting bass parts from Pink Floyd were played by Gilmore.

Nope. All guitar + delay. Cool clip, though!

For some interesting bass bits have a listen to the intro to 'The Happiest Days of Our Lives' off The Wall - nice use of delay on the bass intro; and One of These Days, from Meddle ... as Ric5 says, with Gilmour playing the opening bass line on a Rickenbacker, then doubled by Waters.
