Scratching noise and Pinky Problems

There has been scratching noises coming from the strings whenever I to a slide.The noises isn't amplified or anything it's just kind of annoying.Is there a way to get rid of it?

Also I have been noticing that I cant seem to use my pinky.It just can't seem to press down the frets or really do anything at all,it just sticks up when I'm playing.Are there any I can do about this?

have you tried a hand exercise tool to strengthen your pinky? I have this problem and just worked through it with the tool and practice; eventually it got strong enough to fret even my lowest string.
