A guitar player freind of mine wrote what he called a "spanish" tune using the phrygian mode (starting on the third scale degree of a major scale): e, f, g, a, b, c, d, e

yeah either the phyrgian mode or as Kelly C posted, 5th mode of the Harmonic minor more commonly known as Phyrgian dominant.

Phrygian = 1 b2 b3 4 5 b6 b7 Oct

Phrgyian Dominant = 1 b2 maj3rd 4th 5th b6 b7 Oct

They're are both fairly spanishy the second more so, you could try using them over either a minor chord (e.g Dm7) on a dominant chords (e.g. D7).

The phrygian dominant has more of an arabic flavor, which is OK since Spanish music has very deep arabic roots. To me, the best Spanish effect is created by playing an ascending phrygian dominant scale and then a descending phrygian.
