Tapping and Action

I have recently gotten into some tapping techniques and initially realized that my action, especially past the 12th fret was very high. I went to a local GC and had the guitar tech setup my Bass, and asked him to lower the action and why. He would lower it a little and then let me play a little, etc. until I was comfortable. I noticed that bass players who use 2 hand tapping like Victor Wooten and Stu Hamm, do it so effortlessly, or it seems anyways. I have trouble getting my strings to really make a note alot of times unless I press down just right, it seems to ring better the closer to the fret I am, almost on top of it. Should it be this way or is it possible that my action is still a little too high??

go as low as you can go before you get buzzing....that and practice....the ends of your fingers have to be pretty strong to pull this off
