What is the tuning on this?

I tried to pull a few licks out of it, but I noticed that I'm playing up a string from what Victor appears to be playing (i.e. the 'I believe in yesterday' line begins on A, which I would play at the 14th fret on the G string, but he appears to be playing it at the 14th on the D string)

So is he tuned up a fourth on all his strings (ADGC)? Is this a common tuning for some?

A bass guitar tuned ADGC is called a "tenor bass". VW uses it for some of his stuff.

Check "Amazing Grace" in standard tuning here...

...and the same piece played on his tenor bass. (The most famous example of this can be seen/heard on the "Live At The Quick Video", but Sony Music Entertainment has blocked it in my country on copyright grounds)
