for swing rhythms, i definitely recommend feeling the pulse on 2 and 4, as it is more complimentary to the internalization of the swing feel. it is of course possible to get into tempos that make it difficult to perfectly synchronize a foot tap, etc, as you have described. as for counting, i would probably put less emphasis on the actual counting and more on the accurate delivery of each quarter note when you walk, putting slight dynamic emphasis on beats 2 and 4. in other words, put a slight amount more attack or volume into beats 2 and 4 to help regulate the swing and also give you a reference for your time. if you like to rely on a foot tap, maybe you could just tap your foot on beat 2 -or- on beat 4, which at a super-fast tempo would be enough to 'reinitialize' your awareness of the pulse for each new measure. i think it is just important to remember that you don't want a foot tap or other physical time gesture guiding your timekeeping. instead, it should be a reaction to your internal timekeeping, if that makes sense. hope that helps!
