A 9th chord is a dominant 7th with the 9th added (the 9th is the same note as the 2nd). An 11th chord is a 9th chord with an 11th added (the 11th is the same note as the 4th). A 13th chord is a 9th chord with the 13th added (the 13th is the same note as the 6th).

Dude, the 9th, 11th, and 13th's are referring to scale degrees, the corresponding notes of a scale.

Isn't actually a 13th chord a Dominant 7th with an added 9th, 11th and 13th as oposed to just 9th and 13?

Sometimes when dom.13 chords are played the natural 11th is left out in the voicing due to its lesser clash with the major 3rd. Similarily the third is quite often left out in an 11th chord due to the same reason.

Technically, yes.
