Ive been working on keeping my fretting fingers close to the strings so they dont float away and its coming along ok. However, would finger strengthening help with this?

I'm not sure exactly what you mean by floating away but....

Just keep practicing. Get yourself some practice method - whether it's scales, or teaching exercises. Try find some stuff that requires you to use proper fingering (and all over your fingers) - and practice, practice, practice.

If you aren't in lessons I would recommend starting at www.studybass.com.

I know what you're talking about I I struggled with it for a LONG time. The thing that helped me was to stop worrying about it and practice everything else. The fact that I knew I needed to keep my fingers close, but didn't focus on it eventually just worked. One day you'll just notice that your fingers are staying just above the string and wonder how that happened.
