How do I practice to master rhythmic choices?

Not sure how to explain this, but as a long term goal, when jamming with others, I want to be able to know the different places in the beat where I can do small fills, syncopations, tessituras, in other words....I know different places in the beat where I can play wheter it be eights, sixteenths, triplets, ties, etc.

Your thoughts on how to practice this?
