I don't see how that adds up to a triplet, though I suppose it could conceivably be some kind of tuplet, depending. What time signature is this in? More context would help. Can you scan it and post it?
Off the top of my head, I'm guessing that the "tie" isn't really that but a direction to play the notes legato (i.e., not staccato). As for how you play it, assuming this is in 4/4 or 3/4 or 2/4, think of dividing a beat into four 16th notes; count them "1 ee and a". Then play the 16ths and *leave out the third of the four*, but sustain the second through the space where the third one would have been, and play the last 16th note. Like this, if this helps:
(1st 16th)-(2nd 16th)-(3rd 16th)-(4th 16th)
1-----------ee-----------and---------a
16th--------8th----------------------16th
