pre recorded drum tracks?

No, it's for Mac only.

It actually is possible to get it on a cd from a friend who does, well not the program but some drum runs. Have him make a track in garageband with the drum beats you want, and then at the top share, export to itunes, then he can just give you the .mp3/.aac/... files that you can just play.

That's a really good idea. Hadn't thought of that!

Band in a Box works on Windows. Not sure if you want all of the things that come with it, but it is a great package.
