| Hard to say being that you are a new player could be your technique and not the bass. Did you buy it from a store take it back say show them what happens when you play it. They will check it out and if not the bass you might get a free mini lesson from them on technique. Know any other bass players maybe they can check it out for you and again maybe get a mini lesson out of someone. Going to a repair shop they will always recommend a setup they are easy money for a shop. If not too expensive you could do it, but being a noob more likely you just need to learn basic playing technique.
The nut could be cut to deep, have a high fret, or nick in the string so a physical bass problem is possible. If a new bass any of that should be covered by the store, if used well depends on who you bought it from if and what they will do. Setups don't run too much, a fret dressing more expensive, and nut repair can be all over the place in price.
I would first find out if its your technique most likely problem. Whoever helps you with that can tell you if the bass needs work.
