alright this may sound pretty dumb but i am a noob, and have been trying to learn theory. i find often ill see something like 1-b3-4-5. im just wondering on what the b stands for..help someone?

Those are scale degrees, and the lower-case "b" stands for the flat symbol. So in this case it represents a flatted 3rd. What the actual note would be depends on what the root note (or 1) is.
