Two suggestions:

One is to find a private teacher who can teach you.

The other is to make yourself flash cards of the notes on the bar line. You could pickup the note names quickly like this. Then you'll need to learn the various time values. For that, buy a metronome. Then find all your old issues of bass player and turn to the 'woodshed' sections you (and I and many others! ;-) ) maybe never worked through.... clap your hands with the rhythms against the metronome.

PS, for counting quarter notes say out loud, 'one two three four', for eighth notes, 'one and two and three and four and', for sixteenth notes, 'one ee and ah two eh and ah three ee and ah four ee and ah' ... good luck.
