Silly question

I know it's silly, and I should know it, but how does one change the action on a bass? And for that matter, what is the action and how does it affect how I play?

Tighten/loosen the truss-rod and you will lower/raise the action.

The action is the height of the strings from the fretboard, which would change how hard you have to press to get them to hit the fret. I assume it would also change how easy it is to get fret buzz.
