No one I know can figure out what it means

It's a quarter note lower on the staff with a whole note on top of it?
What does this mean?

You play the B natural (the major 7 of the chord) on beat one and sustain it through the bar while playing the C (root) on beats 2 and 4. Next bar, Bb (minor 7), next bar A (6). Hope this helps.

+1

Or as you split it out for the piano and bass...you, the bass player, play the moving parts and let the piano hold the sustained notes out (natural fade). this gives movement to the piece while you are getting the harmonic requirements from the composer.

Just look at the rhythmic values of the notes that tells the story. The Whole note is pedaled thru the bar. The other notes played under the pedaled note pitch-wise.
