I'm looking at Murray Grodner's Catalog of Bass Music and I don't see any Dragonetti Concerto #2. I'm not sure what "And" means. Do you mean A Major? There is a Quintetto No. 2 for Solo Double Bass, 2 Violins, Viola and Violoncello that can be ordered from Doblinger.

I found the entire score for Domenico Dragonetti's Double Bass Concerto A, but it costs $29.48 (USD) .

Here's a link, just in case you want it THAT bad.

No, silwia means the Dragonetti Concerto in A, movement II 'Andante' - I'm pretty sure.

Jakob has found the orchestral score, and the piano score comes with any edition of the concerto you buy.
