It means that there is a "evolutionary disadvantage" not bred out of humans yet... which is pretty true when you look at ALL the stupid people in the world having kids. You must remember, though, that the more stupid members of the human species no longer get eaten by lions and such. Because of this, they now survive long enough to breed... and are quite prolific in many cases.
