-Aston "Family Man" Barrett;
-I think Marcus Miller, even though he can rip, always has a nice, relaxed way of phrasing and timing that is always soulful;
-Gary Willis, although he plays fusion, his playing can feel relaxed, and he plays very relaxed with minimum movement;
-Jimmy Garrison (Coltrane),
-Chuck Rainey. . .
I don't know about Anthony Jackson, both physically and in sound. Physically, he's very tense, making all these face expressions, and he plays with high action (and a 6-string) so his hands are getting a workout. Isaw him playing once ay Bar 55 in Manhattan, and I was 2 inches away from him. The guy did not look relaxed nor he played relaxed, actually contributing quite a bit to the intensity of the band.
And in sound, he can be pretty intense, although his lines a so brilliantly placed that it never feels like overplaying, but I wouldn't call his playing relaxed.

he plays a real, "lazy" or "holy" bass in some tunes. Very relaxed groove. Maybe the best. Like in Pfunk, or, while not "relaxed", his loose groove in " Munchies for Your Love", is the best!
