Geddy doesnt use EQ units as far as i know. go look at getthatcound.com they have a description of Geddys rig for Rushs most recent album and tour.

I think Geddy mostly relies on a rackmount Tech21 Sansamp, but I'm not sure what the settings are.

He uses a Jazz bass through a Tech21 RBI rackmount preamp and then into his rig (which varied from Ampeg to Trace Elliot).

Geddy plays through a Tech 21 Sansamp RBI as one channel, an Avalon U5 DI as another channel, and one of those two has an output going to a Palmer Speaker Simulator.

That's all describing what he's doing these days, but he was doing something much different back when Permanent Waves was recorded.

I don't know if the OP meant Freewill "now" or Freewill "then"...

I don't know about his EQ settings but "Freewill" was recorded using a Rickenbacker 4001 bass and each pickup into it's own channel. The bass very likely had a high-pass filter cap* in it's treble pickup circuit.

*More info about this: search numerous Rick bass threads.

Geddy's sound is a lot about the middle low mids, around 80 hrz. Try boosting those up and you'll get an approximation. Using rotosounds makes a difference too.

Back when he was first using the Trace stuff I went to a Trace clinic and they told me his trick (this is mid-90's, btw): eq entirely flat except the 250 Hz slider boosted up to the max.
