Yeah it is. In the old day Lefty who play lefty didn't have any choice. So, reverse a right-handed bass and obviously he didn't change the ordre of the strings.

The bass player of Yellowjackets learn that way too. But now he has a left-handed bass strung right-handed.

I'm sure there is some other bass players who did that

I started off with an upside-down righty Hondo, but I did reverse the strings. I was too broke to buy a Fender then, but got lucky when I found a lefty Hondo in a pawn shop and got the owner to agree to trade me straight up for my righty.

note the very same lefty bassist playing a righty bass upside-down.
on the recorded version of that song there's some slapping too, unfortunately he wasn't doing that in the live clip, which would be interesting to see how he did it.

I'm a lefty bass player. I learnt on a standard left hand bass, but after a stint as a sales person in a guitar store I learnt to play upside down when demonstrating right hand basses / jamming with the other sales guys. (there was a lack of left hand basses in store.) It's amazing how quickly & easily I picked it up! Maybe it's my messed up left sided brain!!!

That style didn't seem to bother Jimi Hendrix.
