The great green state of Pennsylvania has huge vast state forest land, but I really doubt they'd ever grant a permit to allow its use for a festival... the mess, the liability, disruption to nature, fire danger, crime, etc. make private properties your best bet. Any festivals I've been to have been on farmland for that reason.
If this thing on the Great Lakes happens, me n Laz'll find a way to snag my dad's boat for the weekend.
