Actually no, it's an offshoot name from the emo genre which is already what encompasses the elements you speak of. Screamo was just a term used to describe a more chaotic sounding version of the genre.

I know a lot of emo diehards refuse to even acknowledge the existence of the name. :P

Not that it matters...it's just a name, but hey!
