As per the IMDB listing for R&R circus, it should be Glenn Cornick.

Glenn was one of the better Tull bassists.

Glenn was great! I'm trying to remember who played bass on the Aqualung album? Loved Jeffrey Hammond Hammond's (is that name a joke?) bass lines on the Thick As A Brick album too.

That is Glen Cornick on that video. He played on the 1st 3 Tull albums.

Did you notice Tony Iommi on guitar?

I saw a Tull concert at a medium size theater in Frankfurt, Germany, in Feb or March 1970. I think it they had the same lineup as on the OP's video.

Tull was great live. The drummer never got enough credit.

I cannot view the link from here...since Tony Iommi was mentioned I'm assuming it's a clip from The Rolling Stones' Rock & Roll Circus film.
Here's a blurb from Wiki-
"This concert is the only footage of Black Sabbath guitarist Tony Iommi performing as a member of Jethro Tull; he was a member for this show only as a favor to Anderson while they looked for a replacement for Mick Abrahams. The band mimed to the album version of "A Song for Jeffrey" and 'Fat Man' as the Stones told them to cut their time down and it would save time on rehearsing," Fat Man' never made the final release . This footage also included some of Ian Anderson's first attempts of his now famous flute-playing position, with one leg in the air".

Tull was such a killer live band...sucks that this was a "mimed" performance.

Glen Cornick is one of the early bass heroes, I seem to remember him on the cover of "Guitar Player" back then, with a whammy bar. Jim, you remember that? Tull always had great bassist!

I saw Glenn Cornick play live when he was in the band Wild Turkey in the early 70s. The concert was a band called Law, Wild Turkey, and Ten Years After. I still have the flyer for the show.

That's Jeffrey Hammond Hammond on Aqualung...I dig him, but Glenn is a beast!!!
Anyone heard their new bassist, Dave Goodier? He seems quite a good player....

My very first concert was Ten Years After, Wild Turkey, and Don Sanders, probably from the same tour but just with a different opening act.

Jerry-
...as usual, you got me.
I kinda recall Glenn Cornick on the cover of Guitar Player...I started subscribing in 1975 so I may have seen that cover as in an ad for back-issues. Wow.
Cornick, to me, isn't one of the 'technical' guys that Tull has had...he is very rootsy & full of passion. I have always enjoyed that era of Tull...probably more so now.

Can anyone explain that left handed neck on a right handed bass to me? The body looks fine but he clearly modded the neck.

Is there some advantage to doing that?

Looks cool. He did not use it much after that, according to his pictures.
