He is not really a bass player (in the traditional sense of the term) or a singer for that matter but I am a big fan.

Peter Hook

Many great names are listed here, a special mention for Jack Bruce's singing. The man is incredible. He's a cellist too and very skilled on the piano.

Yeah, lots of entries here that aren't bassist/lead singers. Heck, some listed that don't even sing significant backup or any at all (Pino? Jaco? huh?)

Jack Bruce and Paul McCartney.
Both could stake their legendary reputations solely on EITHER singing OR playing.
Jack Bruce has been featured as vocalist, with no bass in sight, on several very high quality projects (by Carla Bley and Kip Hanrahan, for example).

and Tal Wilkenfeld - when I saw her show recently, she sang all new songs - not sure when those songs will be on a studio release - but damn - she was great.
I was looking for Mark King, just surprised why many doesn't know him, he's my favorite in playing/singing
