Allow me to attempt an interpretation

I think what he's talking about it his start with "free" music. I was also into a sort of hardcore music when I was starting out (death metal and stuff) - just looking for music to be extreme and pushing the envelope. The logical endpoint for that sort of thinking is improvised/noise music. Punk and what's known as hardcore only seems hardcore for a while, until one realises that it's just the same thing over and over again, it's as guilty of predictable structure as modern Nashville country (oh, that's harsh!). At least improvisation pushes towards non-repetition (although there are plenty of improvisers that sound predictable - it's not the end all...)
