For me, a neck is too thick when it's uncomfortable. I don't have a specific diameter preference and I don't think that measurement captures what's important. The neck
profile is important (e.g., how "pointed" the shape is) as well as the width of the neck. What do you find to be a problem with your neck as it is? Are you a long-time player? Keep in mind that, for many, a thinner neck profile may seem to be comfortable at the outset but can cause left-hand fatigue as a result of it being more difficult to maintain the left-hand "claw" and finger spacing. My advice is to forget specific measurements and work with your luthier to adjust the bass to your hands.
