I started to reply to your post two days ago, but as I'm not a luthier and have no idea of the cost hoped someone more knowledgeable would jump in. Since there are still no replies to your post, I guess my limited experience is better than nothing. The cost will depend on the local market, experience and skill of the luthier, and how much business they have coming in the door. I have a ply Eberle from Ideal Music (bassesonline) and think you're wise to get it setup locally and not spend extra for their setup. I got mine with their "basic setup" ...playable once I filed down the nut slots a little, but still needs some work to play the way I'd like it to. And what am I going to do, ship it back to NYC everytime something needs tweaking? In hindsight, I think it's better to find someone local and build a relationship right from the beginning.
In my experience, these Eberle basses are a heck of a deal so don't spend too much time thinking it over if you think that's what you want. Steve will sell out eventually and when that happens your chances will not be good of finding one at his prices.
Here's what I'd plan to have done if I was ordering with no setup...
Fingerboard planed
Bridge fit to top and shaped
Nut slots adjusted
Soundpost cut and placed
Replace endpin (flimsy)
New tailpiece hanger (came with solid wire)
