string hight

I know I have a cheap bass, but if things go my way I will upgrade in a year or two. I have Innovation (honey) strings and I have never used the bow. Question: how high above the finger board should the strings be, I'm sure everybody's different, bur what would a ball park measure be. The bass has just been 'set up' but I feel I want the strings to be a bit lower. I'm talking a 2 or so millimeters.

No simple answer for this. A good place for you to research is the newbie links at the top of this setup/repair forum. Explore "lowering action" and "string height" - they are all listed there. I set my bass up at 8mm G and 11mm E, which is common for general orchestra work. Get yourself familiar with related issues such as fingerboard condition, nut height, string brand/type and musical styles as we help you figure this out.
