There's a big difference between "it's a 3 year old cheap Asian bass that has never worked very well", and "it's a 50 year old carved German bass that was working beautifully until someone dropped it." That is, how much the bass might be worth, once repaired, will influence how much money to put into it...
Sorry, I don't know of luthiers in your neck of the woods...
