Waterlox Help Needed

I am going nuts trying to apply Waterlox without it streaking. I used the high gloss for the first 6 or 7 coats and satin finish for the final coats. I have tried brushing it on, cotton T shirts, cheese cloth and foam brushes,
I have had the best results with the foam brush, but, it is still not acceptable.

What technique do you use?

Can I spray a matte lacquer over the Waterlox?

Any help would really be appreciated.

Satin Waterlox is streaky no matter what. Stick with the gloss, then rub down the sheen later.
