weird extension

what kind of an extension is this guy playing on this video on minute 12 ?

it has some kind of a star wheel, and it seems to have a sliding capo from under the string, and he seems to slide it all the way up to the neck area

You know, a champagne cork with a slot cut in it would make a most effective wolf damper. Why spend $$ on esoteric appliances when a good bottle of bubbly will suffice? Not only will the cork help your wolf, but, afterwards you won't care about it so much, either!
