What about a little re-touch?

I sure this has been covered here, but is a do-it-myself retouch job a good idea? I have a good eye for color, but I have no real idea what I'm doing beyond that. My bass has lots of dings and scratches, and I'd love to see them go away, but one luthier told me not to bother with them, I guess because he'd have to charge me so much to fix them all. Nice guy.
Anyway, what could a novice like me use to add a bit of color here and there and then smooth out the finish? This would be on the top and the sides.
