He was ARRESTED for possession of drugs. Note the caps: ARRESTED. Not convicted, not tried, not charged. He was arrested and then released without charge. The US isn't big on the presumtion of innocence when it comes to giving out visas.
At least they're being consistant here. If they give one to someone with a public record of drug taking just because they're famous what woud that say...
