They sell and rent masks, monster suits, make-up, crowns, suits of armor, top hats, fake beards, wigs, Rik Wakeman capes, etc. Oh, BTW, such a cape may be better known as a Dracula or Bela Lugosi cape.
I realize that americans tend toward the ripely dramatic and perhaps such costumes shops are much less common in the UK, so do look at what google has to say.
As for avoiding trouble for you, that is YOUR job, not anyone else's
