I backed out of a deal to sell a bass today after we had come to an understanding. It just became obvious to me that I love the bass and I would just end up replacing at some point.
I feel guilty. I'm just venting.

I had originally planned to keep it on layaway for while because it was not a planned purchase and I did not want to bust the budget for a toy. Selling my Foundation was just giving into quick gratification instead of sticking to my plan.

As long as the other party understands, I wouldn't feel guilty at all. If you had come to an agreement and then backed on me, I'd immediately leave negative feedback. I've been in negotiations as both buyer and seller and couldn't come to terms, but that's a different story. There was no agreement so there'd be nothing to report on - we just didn't agree. But you say you "shook hands" with a fellow TBer and then went back on your word. So what if you regret the decision? I encourage you to be a man, contact the prospective buyer, and tell him you apologize and want to honor your end of the deal.
Don't mean to be harsh, but to me it's cut and dry. If you get a negative rating feedback you deserve it.

I sent my bass UPS and he got it next day. I just did normal ground.
He sent his bass to me USPS parcel post it still has not arrived 8 days later.
Should I be upset?
