But if the question retroactive I'd say Chris Cornell, or Geoff Tate of Queensryche if you don't think Soundgarden is metal. Neither sings nearly as well as they used to - not bagging on them, it's just true.

The guy not only has a powerful singing voice, but his screams are the absolute most awe-inspiring things I've ever heard. And with each album he does, he explores new avenues towards utilizing his voice and his many other talents.
Hevy Devy for the win! The guy is a genius mad scientist and a musical force to be reckoned with. His voice knocks me on my keister every time.

Ozzy's voice is really one dimensional to me, not to mention he can't even sing anymore. Dio is good too though.

Anders Friden of In Flames, Jason Wisdom of Becoming the Archetype, Howard Jones from KsE, Phil Labonte of All that Remains... more of the modern bands. These are just a few, I'm torn to pick a 'best'. usually though someone with a nice growl and a lot of power and intensity, but who can also actually sing sometimes.

The man can sing well, though.
