Another campaign has been asked not to use certain songs during campaign rallies. I was wondering what various rights the songwriters have over this, verses the performers whose performance is being used. Or if some other party owns the recording or publishing rights. Any insight?

It all comes down to $$$.
If a party is going to use a song/music as part of their campaign, they have to get the rights to do so from the owner, be it the artist or publishing company. When it comes to political use, the owner can (and has) said "no" in many cases. Some don't care, as long as they get paid, and some do not want to be affiliated through said song to a given party.I've noticed, in many cases, if a publishing company, or other corporation has the rights, they will say yes in many cases. If the artist still holds the rights, many will say no.
As usual, YMMV,JMO, IME, Etc.
