Chart Software?

Anyone know of a software package that makes chord charts?

Ideally I'm looking for something that does sheet music but will also take the simple chord form for measures where I don't specifically care whats being played as long as its in the chord.

I tried Sibelius. It sort of lets me do a chord chart with the add chord feature. The problem with this program is it only lets you put lyrics on the sheet music if they are attached to specific notes. As most of the measures Just have chord symbols and not specific notes its not really usable for what I need.

I tried Finale. I can't figure out how to chart chords in this program at all.

I've looked and looked and everything seems to be very inflexible and lack what I'm really looking for.

In case I'm not getting my point across, ideally I want it to present sheet music looking format. Be able to support lyrics. And for most of the bars not have notes but just chords. Like C, D, Em, C, D, Em, A. One chord per bar( usually). And in places where a specific passage is required actually have the notes to be played.

This is how I always hand chart everything I play. I just now have a need to start doing this in a more presentable way and I can't find a program that works.

Any help would be appreciated.
