Define progressive rock, progressive metal

Title is self explanatory. Read LAST sentence FIRST though. The first bands that come to mind are Rush, Genesis, Gentle Giant, Dream Theater, Opeth, Symphony X, and Porcupine Tree. Along with this are somewhat crazy time signatures, instrumental sections, instrumental songs, cool key changes, and modal writing. I know I'm missing some things, but I think I've got the basics covered. Am I missing anything else? BTW, so I don't waste anyones time, is there another thread on this subject that I can be sent to?

If one defines "progressive" in terms of content - and not just form - it becomes evident that "progressive metal" is a contradiction in terms...

Pretty much rock or metla that does something which is unusual/hasn't been done before in the genre. But then... there's a line between Experimental, Progressive, and Avant-Garde. Avant-Garde is usually the most experimental of them all... hmm...

13/8 time signatures, unnecessary key changes every measure, huge drumsets, and songs about something you saw on the national geographic.

Typical song construction:
Intro
Verse
Chorus
Verse
Guitar solo
Bass solo
Drum solo
Chorus
Guitar solo
Verse
Bass solo
Outro
One last quick guitar solo
