Roger Waters. Listen to "Echoes". That wind sound isn't wind. It's Roger with a slide and a judicious application of delay.

I'm going to second "Morphine".

Rock band with a sax, drums, and a two string bass played with a slide. Awesome.

Slide bass

Mark Sandman (RIP) from Morphine did this as mentioned. I also believe it was a 2 string bass that he used. Check out the album "Cure for Pain" it is unbelieveable. I read once that he developed this technique with Chris Bellew from the Presidenst of the United States of America.

I also put forth the Presidents of the United States. I am sure that technique has been used in their work.

I see. The song...before All Along the Watchtower...on a DVD that you own. I'll make sure to check that one out.
