I see you are in Yugoslavia. Shouldn't be a problem.

With certain exceptions, Pennsylvania government has three levels: (1) state; (2) county; and (3) municipality (township, city or borough). This type of license (to the extent it exists at all), would most likely be issued at the municipal level. If you live in a township or borough, call your township or borough manager's office. If you live in a city, you'll need to find the appropriate office to answer your question, which can be more of a challenge. In Philadelphia, you can call 311 or try the Phila 311 website: http://www.phila.gov/311/index.html.

Usually it's in City Hall. Your town's office of permits or whatever they decide to call it. Since you can't find it online, you might want to check and see of your town has an ordnance banning street performers.

If you see someone else playing - you might ask them.
