With certain exceptions, Pennsylvania government has three levels: (1) state; (2) county; and (3) municipality (township, city or borough). Usually it's in City Hall. Your town's office of permits or whatever they decide to call it. Since you can't find it online, you might want to check and see of your town has an ordnance banning street performers.
