Plus it sez they reduced their fee percentage to compensate for including the shipping in the amount "taxed"  .

They can be reported and kicked off. Ebay can search for them like the moderators of this site search for bad posts and boot them. That is the facade of why they are doing it. People can willfully ignore the practice. I just saw one guy today doing that with a guitar and I walked on buy and reported him.
They are doing it because their sales are down, their profit is way down, and their market is reeling. They are greedy pigs and they want to milk every cent. Small, slightly ignorant, low-dollar high volume sellers will be punished 10-fold for this.
Charging excessive shipping only hurts ebay; it doesn't hurt buyers. Not that I'm validating but that's the truth.
The extent of which this will damage my profit is huge. I have about $8,000 in revenue a month. According to this they are raising the maximum ceiling of FVF from $50 to $100, raising FVF on fixed-price from 8.75% to 11%, and now charging fees on shipping(!). Overall, on a $250 sale (which I have about 6-8 a week...not counting all my other sales) with $20 shipping they will be taking an extra $7, roughly. That comes out to hundreds of dollars a month. HUNDREDS.

Sell something for $2 now that costs $20 to ship and you are being charged an extra $1.20 just for having to ship the heavy item. After FVF and Paypal fees you just made -$1. EVERY item being sold on ebay now that is under $5 and has shipping over $15 is now WORTHLESS to sell. That's like, 50% of ebay's auctions. I bet even more.
The funny part is, they are charging a fee on a service they don't even provide. Is that lega?

In that time, fees have increased, paypal and it's associated fees have been introduced and become the standard for payment. A LOT has changed about Ebay since we started using it.
That said it's still the only place we can market the mostly small value items we sell to such a large group of buyers.
I'll be interested to see how it washes out, the adding shipping into the final value fee. It did say that that the FV fee will be reduced and then shipping costs will be added in.
We've also never sold and item similar to your example above. Most of the stuff we sell is in the $10-$20 range and costs no where near $20 to ship.
I guess I'm different than a lot of people. I do see a value in what Ebay provides "pickers" like us. We get to market our goods to the world for a fee. So far , for the last 10 years, that scenario has been profitable. |

It's going to cut ebay auction numbers in half within months, guaranteed.
