Do or have any of your bands make filler songs intentionally? If so what was the reasoning behind it?

Do you mean short interludes between "real" songs, or weak songs to bulk up the album?

IME, every song you write is excellent, the best etc at the time.
Its only after you have lived with them for a while that you realise which are your stronger songs and which are "fillers".
Question? Why u ask?

I ask because I hate spending $20 on a CD that has 2 good songs and the rest are filler songs. I feel like i'm cheated sometimes.

There's bunches of songs that started off as "filler" and ended up "hits."
One that comes to mind is that one Offspring song...
