With all the great classic rock music that was going on at the time, there was only so much fan attention span to go around for all the bands playing then. As a consequence, some truly excellent ones got kind of crowded out, never really achieving the fame they truly deserved.
My top nomination? Be Bop Deluxe. Bill Nelson's four-minute pop guitar gems are a thing of beauty - all delivered with a hearty dose of camp and delicious irony. Too bad such top-notch craftsmanship and wit managed to go over the heads of so many...
A close second would be Crack The Sky - for many of the same reasons...

Budgie - Like early Rush's hard rock side, but a little bit heavier at times
The Groundhogs - IMO some of the best blues rock. Cream influenced for sure
Cactus - Killer hard rock stuff, "Evil" is the best example of "proto metal" it's such a heavy riff.
Hawkwind - When a band says they are psychedelic, they are lying, because they are not Hawkwind
Joe Cocker - Amazing vocalist, deserves better props, really good R&Bish stuff
Robin Trower - Amazing trio, the bassist/vocalist recently passed, RIP. "Bridge of Sighs" is a must
Faust - they have a cult following, but largely reject by mainstream audiences for being too weird.
Can - I dare you not to love the "tago mago" album. It was their "hit" album, which did alright in Europe I think, not in the states.
Xhol Caravan - Jazz rock, but trippier than most "fusion"
Popol Vuh - Gods
