How many watts for a practice space PA?

Vocals only (one vocalist/shouter). Loud rock music. Room is 300 square feet with 15 foot ceilings.

Also, what kind of PA speakers? I was guessing 12 inch speakers with horns/tweeters. A pair.

As you can see, I'm not too swift in this department. School me!

It really depends on whether you're going to use this PA for rehearsal AND your gigs. If it truly is JUST rehearsal, you can pick up a used Yamaha powered mixer with about 100 watts gives or take, and like you said, a couple speakers with a 12"/horn for next to nothing. Like $200 bucks or even less if the seller is desparate.
