Maybe talk to someone who manufactures pedals? Someone in their R&D or Engineering team. Or an independent manufacturer that you could probably find on TB. Maybe take this to the effects forum?

I am super curious tho. Can you give us even a generic idea of what it would do to the input? Probably not I suppose.
Until you have a working prototype(or at least the schematics) I'd keep it as close to the vest as possible.

The only way to be sure is to have a patent or keep it to yourself. Even a patent is no guarantee. NDA is an option if you're talking to an EE about the idea.

An NDA may be the best choice, but make sure it's fair to both parties - set a time limit and some mechanism for cleanly voiding it if the idea already exists.
(edit)Just saying this because I've been caught out by stuff like this in the past and there's certain areas of my profession I can't work in without fear of a lawsuit. No original ill-intent on either side, just situations changing and people moving on and contracts getting acquired...
