What are or are there the latest bands doing instrumental rock that are not necessarily surf or jazz related?

I'm digging Russian Circles and El Ten Eleven right now.

You could always go to pandora.com and create a post-rock station (I based mine on GY!BE)...helped me find a lot of new bands to listen to.

Marco Sfogli is an amazing guitarist. He play guitar on James Labrie's last solo album. style wise, he sounds like a mixture of Petrucci and Satriani with some blues and country mixed in for good measure.

Post rock from what I understand, is simplistic instrumental rock that is built on non virtuoso, hooky breaks, rhythmic & melodic formats strongly influenced by Krautrock bands like NEU!.

Post Rock- El Ten Eleven, Russian Circles, Tetra Fusion

Not Post rock - Steve Via, Niacin, Squarepusher
