International Shipping and PayPal

If an international buyer pays you through PayPal, and also pays for the shipping and insurance, are there any hidden problems that could arise for the seller? Duty tax/custom charges would be on the buyers end, right?
I sold a bass to a guy in Germany (I'm in U.S.) a few years back with no problem, just wondering if anything has changed.

For 1 thing they hit you for 4% of the sale. Thats one reason I dont sell overseas. Theres plenty of people here willing to buy.

Who hits me, PayPal or USPS? If so, I think the buyer will cover the 4%.

To sum it up, PayPal charges 3.9% instead of 2.9%, for international transactions. Is this the only difference?
